Frontier Group of Companies
The Frontier Group of Companies is a privately held company based in Buffalo, New York, and founded in 2001 that buys retired industrial sites, takes on their environmental liability and redevelops them, and it says it has projects in more than 30 states and seven countries. In 2022 it bought the retired Bruce Mansfield coal plant in Shippingport Borough, Beaver County, from Energy Harbor, and it holds the property through Shippingport Industrial Park, LLC. In July 2025 it announced plans to convert the plant into a natural gas power station, a project Beaver County Radio put at $3.2 billion, and in July 2026 Aligned Data Centers closed on about 651 acres of the industrial park for its Project Phoenix data center campus.
Frontier bought Energy Harbor's retired coal plant in Ashtabula, Ohio, in the same 2022 deal.
