Carlisle Development Partners, LLC
Carlisle Development Partners, LLC is the developer of the Pennsylvania Digital I (PAX) campus in Middlesex Township, Cumberland County, near Carlisle, and it's the intervening developer in the residents' land use appeals there. It's the joint venture of Pennsylvania Data Center Partners and PowerHouse Data Centers, which announced PAX in July 2025 as a $15 billion project of 1.35 gigawatts that could grow to 1.8 gigawatts. Township supervisors gave final approval to the first six data center buildings in September 2026, and site work and a PPL substation are under construction.
PowerHouse, which is wholly owned by American Real Estate Partners, said in July 2025 that it had 86 data centers underway or in planning, totaling more than 24 million square feet and 6 gigawatts in seven markets.
