Wyalusing Energy Center and Klondike Data Center

Wyalusing Township, Bradford County

A New Fortress Energy affiliate holds a DEP air permit for eight gas turbines to power a data center on its former LNG site along Route 6. No data center operator has been named, and New Fortress's 2026 debt restructuring called for moving the land into a company owned by some of its creditors.

Gas-fired power plant permitted to run an off-grid data center at Wyalusing

The number that mattersDEP's permit lets the eight turbines emit up to 1,113,659 tons of greenhouse gases a year, and the plant "will not be connected to the regional electric grid" (Pennsylvania Bulletin and KDI's air application).
Developer
KDI Wyalusing Power LLC, which DEP describes as an affiliate of New Fortress Energy Inc. of New York, working through New Fortress's Klondike Digital Infrastructure unit, launched in July 2024 with New Fortress CEO Wes Edens as Klondike's CEO and founder. ALL4 Consulting submitted the air application on KDI's behalf. The land was owned by Bradford County Real Estate Partners LLC, a New Fortress subsidiary, and New Fortress's 2026 restructuring agreement called for its Wyalusing land to go into a separate company exchanged to some of its creditors.
Tenant
No operator or customer has been named; the air application says the plant will power an adjacent data center owned and operated by a third party.
Current stage
DEP issued air plan approval 08-00060A on October 9, 2025, effective until April 8, 2027. DEP's tracker lists the project as under review but shows its stormwater, water encroachment, sewage planning and industrial stormwater permits not yet submitted. No county land development filing has been confirmed. New Fortress closed a restructuring on September 11, 2026 that, under its March 2026 agreement, separates its Wyalusing land from the company.
Decision body
Pennsylvania DEP Northcentral Regional Office (air, stormwater, encroachment and sewage permits); Susquehanna River Basin Commission (water withdrawal); Bradford County Planning Commission (land development under the county subdivision and land development ordinance).
Top issues
air pollution from eight gas turbines; greenhouse gas emissions; water withdrawal from the Susquehanna River basin; no named data center operator; the developer's financial restructuring; county land development review
Key opponents
No organized opposition group has been reported for this project. DEP received comments during its July 12 to August 11, 2025 comment period on the air permit and answered them in a response document, but no commenters or groups have been named publicly.
Key supporters
New Fortress Energy and its Klondike unit, which say on-site power avoids grid limits. No local officials have publicly backed this project in the sources reviewed.

How we got here

Local officials got notice of New Fortress's LNG plant plan for the site on October 17, 2018, and that plant won an air approval in 2019 but was never built. New Fortress launched Klondike Digital Infrastructure on July 2, 2024. KDI Wyalusing Power filed its air application on December 27, 2024. DEP published its intent to approve it on July 12, 2025, took comments until August 11, 2025, and issued the plan approval on October 9, 2025, with notice in the October 25, 2025 Pennsylvania Bulletin. Bradford County held a public information meeting on data centers in Wyalusing on March 23, 2026 and adopted data center land development rules on July 9, 2026. New Fortress signed a restructuring agreement on March 17, 2026 that called for separating its Brazil business and Wyalusing land from the company, and the restructuring closed on September 11, 2026.

What is at stake

Impacts raised and open questions

Air quality

High

DEP's plan approval caps the eight turbines at about 74 tons of nitrogen oxides, 93 tons of carbon monoxide, 92 tons of particulate matter and 1,113,659 tons of greenhouse gases a year, with up to 18,560 million cubic feet of gas burned.

Pennsylvania Bulletin, 55 Pa.B. 4703

Water

Medium

The plant needs a water intake and demineralized water for its pollution controls, and DEP says KDI will need a Susquehanna River Basin Commission withdrawal approval and a Chapter 105 permit for the intake.

Know your rights

In Pennsylvania, the local zoning ordinance sets the route. A conditional use is decided by the elected governing body (supervisors, commissioners or council). A special exception or variance, and an appeal of a zoning officer’s decision, go to the Zoning Hearing Board. Each is a public hearing on a record: affected neighbors can ask for party status, cross-examine witnesses, and appeal. Municipalities can also adopt data center ordinances with enforceable standards.

Take action

Organized community opposition is the single most effective check on these projects in Pennsylvania. Show up to hearings, submit comment when it is taken, support legal and expert-witness costs, and press your municipality for a real ordinance. Pennsylvania municipalities cannot simply freeze applications, but a curative amendment under the Planning Code gives them a defined window to fix a defective ordinance.
