Popca LLC is a limited liability company at 427 Main St. in Archbald that owns a 90-acre tract on Newton Road in Newton Township, Lackawanna County. It applied in January 2026 for a two-building data center campus there, which it estimated would cost $280 million, and appealed to the Zoning Hearing Board after the zoning officer denied it in February because data centers aren't an allowed use in the Rural Resource district. The April 27, 2026 hearing was continued at the applicant's request with no new date, and public records we found don't say who owns the LLC, though a former owner of the property is listed as its contact.
