Londonderry Township Data Center (Zeager Bros. site concept)

Londonderry Township, Dauphin County

Londonderry has data center rules and a Zeager site concept, but no filing yet

The number that mattersTownship minutes record Supervisor Bart Shellenhamer saying that "the thought of Crane Clean Energy providing power to the Data Centers at Zeager is not a true fact," because Crane's power goes to Microsoft through the grid (August 4, 2025).
Developer
No developer has filed with the township, and DEP's tracker doesn't name one. Viridian Partners of Pittsburgh, through partner Michael Cahn and attorney Charlie Courtney of McNees Wallace & Nurick, presented a data center concept for the Zeager Bros. Inc. property in February 2025 and said it had the land under agreement, with a data center partner listed in township minutes as ASG. An unnamed data center developer filed a curative amendment against the township in late 2025.
Tenant
No tenant or end user has been named. Township officials said Crane Clean Energy Center's power goes to Microsoft through the grid and wouldn't serve a data center at the Zeager site.
Current stage
The township's zoning is in place: Ordinance 2026-03, adopted February 11, 2026, allows data centers by conditional use in an overlay with a 70-acre minimum lot. Township staff said on August 3, 2026 that no data center plans had been submitted. DEP's tracker lists the project as proposed with no applications received.
Decision body
Londonderry Township Board of Supervisors (conditional use), after Planning Commission review; Pennsylvania DEP Southcentral Regional Office for stormwater, encroachment, air, storage tank, blasting and sewage planning permits.
Top issues
loss of farmland and woodland; noise; public water and sewer capacity; nearness to homes; electric rates; confusion with the Crane (Three Mile Island) restart
Key opponents
No organized opposition group has been reported. Residents spoke against the overlay at the July and August 2025 hearings, citing noise, water, nearby homes and the loss of farmland and woodland, and the township shrank the overlay and tightened the rules afterward.
Key supporters
Viridian Partners and its attorney, who presented a data center as a low-impact, high-tax-revenue alternative to warehouses on the Zeager land. No township official has endorsed a specific project.

How we got here

On January 6, 2025 township staff proposed data center zoning, citing interest after Microsoft's deal to restart Three Mile Island. On February 3, 2025 Viridian Partners presented a data center concept for the Zeager Bros. property. On June 2, 2025 supervisors approved Zeager Brothers' request to remove five parcels from the township's Agricultural Security Area. Hearings on the overlay opened July 7, 2025 and continued August 4, 2025. On October 14, 2025 the Planning Commission reviewed a revised draft that cut the overlay to 40 parcels, and staff noted a developer's eight-building sketch for the Zeager land. On December 1, 2025 supervisors learned a data center developer had filed a curative amendment; its hearing was moved to February 18, 2026 and then canceled. Supervisors adopted Ordinance 2026-03 on February 11, 2026. On August 3, 2026 staff said no data center plans had been submitted.

Impacts raised and open questions

Visual and light

Medium

The revised rules call for 24-foot-high buffer yards made of a 12-foot berm and 12 feet of screen planting, facade standards and new limits on woodland disturbance, after residents raised the loss of farmland and woodland on the Zeager land.

Noise and vibration

Medium

Ordinance 2026-03 requires a 24-hour ambient sound study and modeled post-construction sound levels at every property line, and limits generator testing to 9 a.m. to 4 p.m. at no more than 70 dBA.

Water

Low

The township's rules require data centers to use public water and sewer with no groundwater use or on-site wastewater discharge, and staff said a data center at the Zeager property would have to connect to public water.

Know your rights

In Pennsylvania, the local zoning ordinance sets the route. A conditional use is decided by the elected governing body (supervisors, commissioners or council). A special exception or variance, and an appeal of a zoning officer’s decision, go to the Zoning Hearing Board. Each is a public hearing on a record: affected neighbors can ask for party status, cross-examine witnesses, and appeal. Municipalities can also adopt data center ordinances with enforceable standards.

Take action

Organized community opposition is the single most effective check on these projects in Pennsylvania. Show up to hearings, submit comment when it is taken, support legal and expert-witness costs, and press your municipality for a real ordinance. Pennsylvania municipalities cannot simply freeze applications, but a curative amendment under the Planning Code gives them a defined window to fix a defective ordinance.
