- Developer
- No developer has applied. The township says it has had two inquiries from possible data center developers. York Bakers Farm LP, which owns most of the overlay land, asked through attorney John Mateyak to have it designated for data centers. Township Solicitor Andrew Miller's office drafted the ordinances.
- Tenant
- No plan, developer or end user has been identified, and the township says it hasn't signed a nondisclosure agreement with Talen Energy or anyone else.
- Current stage
- The board adopted Ordinances 2026-2 and 2026-3 on April 8, 2026, ahead of the April 19 end of its curative amendment period. The township said then that no data center plan had been submitted, and its agendas and minutes from April through October 2026 don't mention one.
- Decision body
- East Manchester Township Board of Supervisors: Chairman David Naylor, Vice Chairman Darryl Albright and Supervisor Dean Kohr. Any future data center would also need township land development approval and permits from DEP, plus Susquehanna River Basin Commission approval for large water use.
- Top issues
- Where data centers can go under Pennsylvania's fair share rules; farmland and a golf course built on old power plant ash; noise and vibration; water use and effects on wells; electric rates; truck traffic on township roads
- Key opponents
- No organized opposition group has been reported. About 329 people signed in at the October 21, 2025 hearing, where residents raised strong objections to the first draft, and the York County Planning Commission recommended against the adopted ordinances because they don't match the township's future land use map or the county's growth area.
- Key supporters
- York Bakers Farm LP, which asked to have its land included and for data centers to be allowed by right; the East Manchester Township Planning Commission, which recommended the ordinances on February 24, 2026.
How we got here
The township Planning Commission recommended a first data center ordinance on June 24, 2025, covering parcels behind the golf course. The hearing that opened October 14, 2025 drew about 200 people and was moved to the fire company hall in Manchester, where about 329 people signed in on October 21; supervisors tabled the draft and adopted Curative Amendment Resolution No. 2025-14 that night. They removed the golf course on November 11, 2025, and at a December 16, 2025 special meeting York Bakers Farm LP asked to be included and the board moved to place the overlay on its land. On February 10, 2026 supervisors added neighboring parcels to reduce the risk of a spot zoning challenge, made data centers a permitted use in the overlay and set a hearing. The Planning Commission recommended approval on February 24, the York County Planning Commission recommended against it in a March 18 staff report, and the board adopted both ordinances unanimously on April 8, 2026.
