Amazon Innovation Campus (Falls Township)

Falls Township, Bucks County

Amazon Web Services is building a campus of about 10 buildings and roughly 2 million square feet on about 250 acres at the Keystone Trade Center, the former U.S. Steel Fairless Works, with the first sections expected to start running in late 2026.

Amazon's data center campus at the old Fairless steel works keeps rising as neighbors push back

The number that mattersAmazon has asked DEP to approve 280 natural gas-fired backup generators of 4,287 horsepower each, plus three diesel units, on top of the diesel emergency engines approved in 2025.
Developer
NorthPoint Development, which bought the roughly 1,800-acre Keystone Trade Center in 2021, is developing the campus and leasing it to Amazon. Amazon Data Services Inc. is the applicant on the state air permits.
Tenant
Amazon Web Services is the tenant. Its role was kept confidential under a nondisclosure agreement until Amazon announced the project in June 2025.
Current stage
Under construction. AWS says the first sections of the initial 1 million square foot building should start operating in the fourth quarter of 2026, and DEP says the Phase 1 diesel emergency engines began operating in April 2026. DEP's second air permit, for 280 natural gas and three diesel backup generators, drew 1,236 comments; the comment period closed Aug. 17, and the latest reporting we found said DEP hadn't set a decision date. Gov. Shapiro's Aug. 18 executive order removed data centers, including this one, from the state's fast-track permitting program. Falls supervisors began a 180-day zoning rewrite on July 27 that doesn't affect the approved campus.
Decision body
Falls Township Board of Supervisors (land development, approved March 2025); Pennsylvania Department of Environmental Protection (air and other state permits); Federal Energy Regulatory Commission (PECO's transmission service agreement)
Top issues
Air pollution from 280 gas-fired and three diesel backup generators in a county with poor ozone grades; cooling water draws of up to 4.4 million gallons a day at peak; electricity costs for PECO and PJM customers; generator noise; emergency planning; and how little residents were told before the March 2025 approval.
Key opponents
Falls Township residents behind a Change.org petition for a moratorium and stronger rules, which had nearly 5,000 signatures by August 2026; Food & Water Watch, which organized 407 comments asking DEP to reject the generator permit; the mayors of Bordentown and Florence Township, N.J., who spoke against the project at the July town hall; and PJM's Independent Market Monitor, which protested the PECO transmission agreement at FERC.
Key supporters
Gov. Josh Shapiro and U.S. Sen. Dave McCormick, who both championed the project in 2025; NorthPoint Development; and PECO, which told residents its studies found no reliability problems for the area.

How we got here

LevittownNow first reported a data center plan for the Keystone Trade Center in August 2024. Supervisors approved the digital infrastructure campus in March 2025 after sparsely attended meetings, and Amazon confirmed its role on June 9, 2025 as part of a $20 billion Pennsylvania commitment. PECO filed its transmission service agreement with Amazon at FERC on Sept. 23, 2025. As construction moved ahead, opposition grew through 2026: a petition launched in May, about 50 residents protested before the June 22 supervisors meeting, and a nearly four-hour town hall followed on July 14. Supervisors started a 180-day zoning review on July 27. The comment period on the generator permit closed Aug. 17 with 1,236 comments, and on Aug. 18 Gov. Shapiro removed data centers from fast-track permitting.

Update, October 26, 2026. On April 16, 2026 the Public Utility Commission approved two short PECO 230 kV taps (docket A-2025-3058203) from the Emilie to Ford Mill lines to a customer-owned "Clinker Substation" and data center next to the Ford Mill Generation Station, the Fairless Energy Center on Energy Drive, for 240 MW at first and 600 MW anticipated, with service planned for the first quarter of 2027. The order doesn't name the customer. The plant sits beside the Keystone Trade Center, where NorthPoint subdivided a tract at Sorrells Boulevard and Energy Drive in September 2025 for a realignment of utilities, and PECO said on July 14, 2026 that the Amazon campus's next phase connects directly to its high-voltage transmission system.

What is at stake

Impacts raised and open questions

Energy costs and the grid

High

NRDC estimated PECO ratepayers may absorb $9.1B in costs by 2033; about $70/mo PJM household bill projection.

FERC

Air quality

High

Amazon has applied to DEP for 280 natural gas-fired backup generators of 4,287 horsepower each plus three diesel units, after DEP approved 72 diesel-fired emergency engines in 2025. Amazon says the generators are for backup power only and will have pollution controls.

Traffic

Medium

Construction traffic on existing Keystone Trade Center / Tyburn Rd corridor.

FERC

Air quality

Medium

DEP's regional air quality manager said Amazon committed to operate as a synthetic minor source, keeping nitrogen oxides and volatile organic compounds below 25 tons a year. At the town hall a resident pointed out that Bucks County has a failing ozone grade from the American Lung Association.

LevittownNow.com

Water

Medium

The Morrisville Municipal Authority says evaporative cooling will draw from the old U.S. Steel raw water system at up to 4.4 million gallons a day at peak, averaging about 135,000 gallons a day, with about 40 percent returned to the Delaware River through an industrial wastewater plant. Drinking water use is about 19,000 gallons a day.

Noise and vibration

Medium

A resident acoustical engineer estimated that if all generators ran at once during a long outage, noise within about half a mile could reach 65 decibels. Amazon says its modeling shows no impact because the nearest home is more than 5,000 feet away.

Jobs and tax claims

Medium

AWS expects 400 to 500 permanent workers within two years and projects 1,550 full-time jobs eventually, plus thousands of construction workers, according to LevittownNow's town hall coverage.

LevittownNow.com

Public safety

Low

Residents asked whether local fire and police have the training and plans for a major incident at the campus. Amazon says its buildings have fire suppression systems, it trains local responders as construction proceeds, and the site will have an emergency response plan.

Know your rights

In Pennsylvania, the local zoning ordinance sets the route. A conditional use is decided by the elected governing body (supervisors, commissioners or council). A special exception or variance, and an appeal of a zoning officer’s decision, go to the Zoning Hearing Board. Each is a public hearing on a record: affected neighbors can ask for party status, cross-examine witnesses, and appeal. Municipalities can also adopt data center ordinances with enforceable standards.

Take action

Organized community opposition is the single most effective check on these projects in Pennsylvania. Show up to hearings, submit comment when it is taken, support legal and expert-witness costs, and press your municipality for a real ordinance. Pennsylvania municipalities cannot simply freeze applications, but a curative amendment under the Planning Code gives them a defined window to fix a defective ordinance.
