Roaring Spring Park LLC
Roaring Spring Park LLC was formed to buy the closed Appvion paper mill in Roaring Spring, Blair County, and it closed on the purchase in July 2021 with investors that included Big Shoulders Capital, Capital Recovery Group, Rabin Worldwide and Calbag Metals, companies that redevelop idle industrial sites. In April 2025 it said it would tear down the mill buildings and regrade the roughly 350-acre tract for future industrial use, according to the Altoona Mirror. Terawatt Data Centers is now looking at building a data center on the wooded hill behind the old mill, mostly in Taylor Township, and no plans had been filed as of October 22, 2026.
