“Located at 10915 Ackerman Ln, North East, PA 16428 (coordinates 42°12'07.5"N 79°50'33.1"W), this former natural gas plant near Lake Erie retired in 2010 and has a retired capacity of 157.8 MW (see Figure 32 and Table 21). The buildings on site, which also houses a non-operating Welch’s Food plant, have not altered since the plant retired. The 15.4-acre site is located north of the intersection of Interstate 90 and State Highway 89. Site decommissioning has not started, and its remediation status is unknown. It and 55 acres of nearby land are zoned for industrial use and are rated as slightly rugged. FEMA designates the site as having a very low natural hazard and minimal flooding risk. The parcel and nearby parcels are not located within or adjacent to a documented coal mining area and are, therefore, considered to have minimal mine subsidence potential. Rail access and major roads are easily accessible from the site, but major water access is ~2 miles away. The site has easy access to transmission lines, a substation, and natural gas pipelines. The nearest broadband installation is ~7.5 miles away. The nearest generator is ~29 miles away. The site sits ~1 mile from the Marcellus shale formation. The nearest wastewater treatment plant is ~1 mile away, and the nearest brownfield is ~16 miles away. There are ~269,868 people within 30 miles of the site.”

What the report evaluated this site for
The report places sites in the PENELEC transmission zone in its large-load category, because expected generation additions there exceed projected load growth (pages 76 and 79).
The acreage-based generation estimates in Table 28 cover only the sites in zones evaluated for generation, so this site does not appear there.
