What the report says about this site

“Located at 285 Commercial St, Milesburg, PA 16853 (coordinates 40°56'26.4"N 77°47'21.4"W), this former fuel oil peaker plant retired in 1984 and has a retired capacity of 46 MW (see Figure 30 and Table 19). The land is cleared and has no plans for redevelopment currently. The 9.7-acre site is located near the intersection of Interstate 80 and Interstate 99. The site has been decommissioned, but its remediation status is unknown. It and 15.3 acres of adjacent available land is zoned for industrial use and rated as level ground. The site is not classified as a presumptive brownfield, but it has been confirmed to have soil contamination while groundwater contamination has not been determined. FEMA designates the site as having a relatively low natural hazard risk but sitting in a floodway. The parcel and nearby parcels are not located within or adjacent to a documented coal mining area and are, therefore, considered to have minimal mine subsidence potential. Rail access and major roads are easily accessible at the site, but the nearest major river access is ~18.5 miles away. The site has easily accessible transmission lines and a substation, but the nearest natural gas pipeline is ~1.5 miles away. The nearest broadband installation is 9.5 miles away. The nearest generator is ~27 miles away. The site is ~1 mile from the Marcellus shale formation. The nearest wastewater treatment plant is ~1 mile away, and the nearest brownfield is ~5 miles away. There are ~267,976 people within 30 miles of the site.”

The report’s acreage-based capacity estimates

Installed capacity potential in megawatts, from Table 28 (pages 78 and 79). The report calls these estimates “approximate as they are based on parcel acreage (which may differ from developable land acreage) and single land use intensity values per technology.” The gas figure is the acreage divided by 0.2 acres per megawatt (Table 27). Extended acreage adds adjacent parcels with the same owner.

Our view on the study

Pennsylvania is studying two Schuylkill power sites. We think residents deserve corrected data, real environmental analysis and a straight answer on costs before the list gets shorter.
