What the report says about this site

“Located at 108 Power Plant Rd, Adrian, PA 16210 (coordinates 40°55'45.0"N 79°27'58.5"W), this 32-acre former coal plant on the Allegheny River retired in 2012 and has a retired capacity of 326.4 MW (see infrastructure and is still owned by FirstEnergy via Allegheny Energy Supply Company, LLC. Decommissioning remains in the planning stages, and remediation is in progress. It is currently not zoned for any particular use and has ~460 acres of adjacent available land, but the terrain is rated as highly rugged. The site is treated as a presumptive brownfield, has confirmed on-site soil contamination, and TBD groundwater contamination. FEMA designates the site as having a very low natural hazard risk but sitting within the floodway. The parcel is not located within a known coal mining area and is, therefore, considered to have minimal mine subsidence potential; however, nearby parcels fall within a documented mineable coal area with potential mine subsidence risk. The site has immediate access to rail and the river, and a major highway runs within 5 miles of the site. Transmission lines and a substation are present within 1 mile, and a natural gas pipeline exists ~3 miles away. The site is located on the Marcellus shale formation. Broadband is installed ~4.5 miles away, and the nearest wastewater treatment site is just over 6 miles away. The nearest generator is ~20 miles away, and the nearest brownfield site is ~15 miles away. There are ~369,926 people living within 30 miles of the site.”

The report’s acreage-based capacity estimates

Installed capacity potential in megawatts, from Table 28 (pages 78 and 79). The report calls these estimates “approximate as they are based on parcel acreage (which may differ from developable land acreage) and single land use intensity values per technology.” The gas figure is the acreage divided by 0.2 acres per megawatt (Table 27). Extended acreage adds adjacent parcels with the same owner.

The report evaluated sites in the APS transmission zone for both new generation and new large loads, because the difference between expected load and generation there was marginal (page 79).

Our view on the study

Pennsylvania is studying two Schuylkill power sites. We think residents deserve corrected data, real environmental analysis and a straight answer on costs before the list gets shorter.
