   "narrative": "Located at 400 Frankfort Rd, Monaca, PA 15061 (coordinates 40°40'03.0\"N 80°21'12.5\"W), and also known as the Beaver Valley Generation Plant, this 196-acre former coal plant on the Ohio River and Raccoon Creek retired in 2015 and has a retired capacity of 149 MW (see Figure 17 and Table 6). The facility occupied leased land within a 196-acre parcel owned by Nova Chemicals. The lease was terminated in 2015 following an early buyout of the power purchase agreement by West Penn Power, the plant’s primary customer (Utility Dive, 2015). Ownership of the parcel transferred to Styropek (i.e., BVPV Styrenics, LLC) in 2020 (The Allegheny Front, 2023). Styropek ceased operations in 2026, and county property records show that the site was acquired by Beaver County Redevelopment Co. LLC, a redevelopment entity, in April 2026. It is zoned for industrial use and has 54.9 adjacent acreage possibly open for further redevelopment space, though the terrain is rated as highly rugged. The site is treated as a presumptive brownfield with soil and groundwater contamination to be determined (TBD). FEMA designates the site as having a very low natural hazard risk with minimal flood hazard. The parcel and nearby parcels are designated as having possible mine subsidence potential, as they are located within or adjacent to a known coal mining area; however, no publicly accessible PA DEP records were identified to confirm that mining activities occurred on the site. The site has immediate access to the road network, the rail network, and a river. Transmission lines, a substation, and a natural gas pipeline are all available within 1 mile; Broadband, the closest generation plant, the Marcellus shale formation, and a wastewater treatment facility are all available within 5 miles. The nearest brownfield site is ~6 miles away. There are ~1,421,408 people within 30 miles of the site.",
